Work Package 5: Synthesis and Policy Recommendations

In WP5, policy recommendations for Austria will be developed based on the modelling results and a literature review as well as interactive discussions with stakeholders. First, the investment needs of different options for decarbonising Austrian residential buildings until 2040 will be discussed, accounting explicitly for the role of district heating and increasing cooling needs. Another result regards the vulnerabilities of different household types with respect to these decarbonisation measures, under different financing options and compensation mechanisms. Specific attention will be paid to the gender dimension of distributional burdens. Based on the model results and a literature review, we will develop recommendations on how potential negative effects of the heat transition on the (most vulnerable) household types can be mitigated. The policy recommendations will be developed in cooperation with stakeholders ensuring the usability of the project results in policy making.
